The short answer: order data, not postage

TCGplayer's export guide directs Marketplace sellers to download shipping information as CSV and import it into a shipping platform of their choice. Its tracking guide describes uploading tracking data from that postage provider back into Seller Portal. The Portal manages order data; postage is bought elsewhere.
Address labels and postage labels are different
A printed address label is the recipient's name and delivery address in a convenient format. It can save you from handwriting or retyping every order. A postage label is issued through a carrier or postage service after you select and pay for a mail class or service. For a plain white envelope (PWE), Speed Shipper can print an address on an Avery 5160 sheet or directly on a #10 envelope. Add the appropriate stamp or other postage separately; printer output itself is not paid postage.

What the Seller Portal gives you

After buying postage, return tracking by keeping the TCGplayer Order Number with the tracking data and using Orders → Import Tracking. TCGplayer applies valid numbers to matching orders and updates status. Untracked orders have separate mark-as-shipped controls.
Does the buyer's package need a packing slip? The official Marketplace help pages describe how to print one, but they do not say that every seller-fulfilled Marketplace package must contain one.
